I have Directed operations at both the Nammo Energetics Indian Head (NEIH) Center of Industrial and Technical Excellence (CITE) within the Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) at the Navy Indian Head, Maryland facility and at Orbital ATK Allegany Ballistics Laboratory (ABL) in Rocket Center, West Virginia.
I served as both Business Development Director and Operations Director & General Manager at NEIH. My responsibilities included developing and negotiating a Public Private Partnership agreement with NSWC IHEODTD and establishing NEIH CITE operations within the Indian Head facility. I also routinely met with local and state political leadership regarding NEIH operational and community development plans for southern Maryland to garner support for the proposed Partnership and relocation of NEIH offices to the area. I managed multiple proposal submissions including those for the Multiple Launch Rocket System (MLRS) M26 Rocket Motor Reclamation Program and the Advanced Anti-Radiation Guided Missile Extended Range (AARGM ER) rocket motor and warhead development programs. NEIH was subsequently awarded the MLRS M26 Rocket Motor Reclamation Program, and a Facility Recapitalization Plan was completed for establishing NEIH operations at NSWC IHEODTD. The plan was coordinated with our selected contractor, Samaha Associates PC, to define detailed construction schedules and cost for all buildings within the CITE. I managed an Integrated Product Team (IPT) at Indian Head to establish operational policies and procedures within the Partnership, and for for the conduct of daily business activities.
During my 35-year career at ABL, I held positions as a Product Design Engineer, Engineering Group Supervisor, Development Programs Program Manager, Advanced Technology Business Development Director, and I retired from ABL as the Director of the Strategic Facility Program Management Office (SFPMO). Orbital ATK ABL Operations, as part of a Lease agreement with the Naval Sea Systems Command (NAVSEA) at ABL, supports the NAVSEA requirement for an SFPMO. This office manages the recapitalization, modernization and sustainment of the facility to meet the needs of the DoD and the US Warfighter.
The SFPMO is responsible for planning, programming and execution of facility projects that may be funded by in-kind consideration, recapitalization contracts, lease self-investments, third party investments, product customers, MILCON initiatives, and other DoD or Federal Government Agency sources. As Director of the SFPMO I regularly interfaced with Orbital ATK and Navy leadership on advanced product and facility concept development and project execution, and supported DoD budget requests through Congressional leadership for operational improvements. Projects varied from establishing Virtual Engineering Centers at multiple ATK and Navy locations, the relocation of ATK fuze and guidance and control operations to ABL, and the introduction of Additive Manufacturing 3D printing and Resonant Acoustic Mixing operations at both ABL and Navy specified locations. Before my retirement, my organization generated detailed plans for the construction of the ABL Plant 3 Large Motor Manufacturing facility and the Plant 4 Missile Final Assembly and Check-Out facility. Plant 3 has been completed and the work on Plant 4 is underway.
I started my career at ABL with Hercules Aerospace Company in 1981. As a Product Engineer I supported TOW, Sidewinder, Sparrow, Chaparral and Mk70 Booster qualification, production and/or advanced concept design. In 1990, I joined the Program Management Office at ABL managing advanced technology development efforts for propulsion systems for the Line-of-Sight Anti-Tank (LOSAT) Missile, the Compact Kinetic Energy Missile (CKEM), the Advanced Medium Range Air-to-Air Missile (AMRAAM) Variable Flow Ducted Rocket (VFDR) and the High Speed Anti-Radiation Demonstration (HSAD) VFDR. In 2000, I was put in charge of Business Development for Advanced Technology Programs for ATK Tactical Propulsion & Controls. Key pursuits included supersonic and hypersonic propulsion systems for programs such as the High Speed Anti-radiation Demonstration (HSAD) Missile, the High-speed Gun Launched Projectile (HGLP) and the Navy Electromagnetic Gun System. I was promoted to direct the efforts of the SFPMO in 2006.
I have been supporting efforts within the Aerospace Industry and working with the DoD for over 40 years. I hold a Bachelor of Science Degree in Mechanical Engineering from West Virginia University, several certifications from the Defense Systems Management College, served on JANNAF committees and authored JANNAF and DSIAC publications, and have been recognized by DSIAC as a Subject Matter Expert (SME) in Tactical Rocket Solid and Hypersonic Propulsion. I reside in Fort Ashby, WV with my wife Shirley and maintain an office at this location. We are the parents of three children: Gordon III, Heather and John David (JD).
